Frequently Asked Questions

Will IRCC refuse my TR to PR application if I don’t have a birth certificate?

No — not if you address it correctly. IRCC recognises that birth certificates are unavailable in many parts of the world. A properly prepared and notarized Letter of Explanation (LOE), supported by alternative identity documents, is the accepted way to handle this.

Can I use my passport instead of a birth certificate for TR to PR?

Your passport is one of the strongest supporting documents for your LOE. It confirms your full name and date of birth and is internationally recognised. However, it does not replace the need for an LOE explaining why your birth certificate is unavailable.

What if I was born in a rural village and there are no records at all?

This is a very common situation. Your LOE will state that birth registration was not practised in your region at the time of your birth. Supported by a sworn affidavit and any available identity documents, this is a fully accepted explanation for IRCC.

Do I need to contact the civil registry in my home country first?

In some cases, IRCC may expect evidence that you attempted to obtain the birth certificate. We advise clients on whether this step is needed and can guide you through getting a ‘no record found’ letter from the relevant registry if required.
