UAE Attestation from Canada: Why Apostille Won't Work for Dubai and Abu Dhabi
The UAE needs attestation, not a Canadian apostille, because the United Arab Emirates is not part of the Hague Apostille Convention. That means Canadian documents for Dubai, Abu Dhabi, Sharjah, or any other emirate usually need the older legalization chain: Canadian notarization or original issuance, Canadian authentication, UAE Embassy legalization in Ottawa, and final MOFA attestation in the UAE.
This matters because an apostille is only useful when the receiving country accepts apostilles. For the UAE, a Canadian apostille is usually the wrong route. If a university, employer, visa officer, school authority, bank, court, or government office in the UAE asks for an “attested” Canadian document, they are normally asking for the full legalization process.
Why UAE needs attestation, not an apostille (not in the Hague Convention).
Canada now issues apostilles for countries that are members of the Hague Apostille Convention. That process is designed to replace embassy legalization between member countries.
The UAE does not fit that system. Since the UAE is not in the Hague Apostille Convention, UAE authorities generally require documents to be legalized through the UAE Embassy after Canadian authentication. Once the document reaches the UAE, it often needs final verification by the UAE Ministry of Foreign Affairs, commonly called MOFA.
In plain terms:
Apostille Used when both countries are part of the Hague Apostille Convention.
Attestation or legalization Used when the receiving country, such as the UAE, still requires embassy legalization.

Step 1. Start with the original or a notarized copy
Some documents must be processed as originals. Others may be accepted as notarized copies, depending on the document, the UAE authority asking for it, and the embassy’s current requirements.
Common starting points include:
An original degree, diploma, transcript, birth certificate, marriage certificate, or RCMP police check
A notarized true copy of a degree or supporting document
A notarized signature on a power of attorney
A notarized corporate document or commercial declaration
This first step matters. If the document is not prepared correctly, the rest of the chain can fail.
Step 2. Get Canadian authentication
Authentication confirms that the Canadian signature, seal, or public official on the document is genuine.
For Alberta documents, authentication is usually handled through the Alberta authority responsible for authenticating Alberta-issued or Alberta-notarized documents. For federal documents, such as many RCMP criminal record checks, authentication is handled through Global Affairs Canada.
Other provinces have their own competent authorities. A document issued in Ontario, British Columbia, Saskatchewan, or another province may need to go through that province’s process before embassy legalization.
Step 3. Legalize through the UAE Embassy in Ottawa
After Canadian authentication, the document goes to the UAE Embassy in Ottawa for legalization. This embassy stamp is the key step that makes the Canadian document acceptable for the UAE legalization chain.
The embassy reviews the authentication and the document type. If the file is in order, it applies its legalization stamp or certificate.
Step 4. Complete MOFA attestation in the UAE
Once the document arrives in the UAE, many authorities require final attestation by the UAE Ministry of Foreign Affairs. This is often called MOFA attestation.
MOFA is the final UAE-side confirmation. It tells the receiving office in Dubai, Abu Dhabi, or another emirate that the document passed through the proper foreign attestation chain.
By document: degree and transcripts (KHDA/ADEK), marriage and birth certificates, RCMP check, POA, commercial documents.
Different documents raise different questions. The right route depends on who issued the document and who in the UAE will receive it.
Degree and transcripts for Dubai and Abu Dhabi
Canadian degrees are commonly attested for UAE employment, professional licensing, school registration, and immigration-related purposes.
In Dubai, education-related matters may involve KHDA, the Knowledge and Human Development Authority. In Abu Dhabi, the relevant education authority may be ADEK, the Abu Dhabi Department of Education and Knowledge.
For degrees and transcripts, the biggest question is whether the UAE authority wants:
The original degree
A notarized true copy of the degree
Official transcripts
A sealed transcript
A letter from the issuing institution
A combination of the above
Requirements can vary by employer, licensing body, school, or government office. If one authority asks for the degree only, another may ask for both the degree and transcripts. It is better to confirm the receiving office’s instructions before starting.
Marriage and birth certificates
Marriage certificates and birth certificates are often needed for:
Sponsoring a spouse or child in the UAE
School registration
Health insurance enrolment
Family visa applications
Court or personal status matters
Canadian vital statistics documents should usually be issued by the provincial or territorial vital statistics office. Short-form certificates may not always be enough. Some UAE authorities may prefer long-form birth certificates, especially when parent names must be shown.
If the certificate is laminated, damaged, altered, or very old, it may be safer to order a new one before starting attestation.
RCMP police check
A Canadian police check for UAE use is often requested for work, immigration, residency, licensing, or security clearance.
For international use, the document is commonly an RCMP-certified criminal record check based on fingerprints. Since this is a federal document, the Canadian authentication step often goes through Global Affairs Canada before UAE Embassy legalization.
Police checks can also expire for practical purposes. Even if the attestation is valid, the UAE authority receiving it may want a recent check. Always ask the employer, agency, or UAE office how recent the police check must be.
Power of attorney
A power of attorney, or POA, is commonly used to give someone in the UAE authority to act on another person’s behalf. It may relate to banking, real estate, business, court matters, vehicle issues, or family matters.
A POA usually begins with a notarized signature in Canada. If the POA will be used in the UAE, it may also need Arabic translation and MOFA attestation after embassy legalization.
The wording matters. A vague POA may be rejected by a UAE bank, land department, court, or government office. The UAE recipient should confirm the required wording before signing.
Commercial documents
Commercial documents may include:
Certificates of incorporation
Corporate resolutions
Agency agreements
Invoices
Certificates of origin
Powers of attorney for company representatives
Board resolutions
Good standing documents
These files often need extra care because the signing authority, notarization, and supporting records must line up. If a Canadian company is authorizing someone in the UAE, the document should clearly show who has authority to sign.
Commercial attestation can also involve time-sensitive shipments or tenders. Starting early helps avoid missed deadlines.
Arabic translation: when required, often by a UAE-licensed translator after attestation.
Not every Canadian document needs Arabic translation before it leaves Canada. In many UAE matters, the English document is first attested, then translated into Arabic by a UAE-licensed translator after the attestation chain is complete.
This is common because UAE authorities may want the translation to reflect the final attested document, including stamps and seals. A translation done too early may not include later authentication and legalization details.
